Phantoms are one of Rex's signature creations. They are essentially artificially created spirits, capable of taking physical form and crafted to his specifications. Each Phantom has a core, analogous to a soul, which is programmed to create a body. The bodies are made from spiritual matter, similar to Indrik, Hollows, physical ghosts etc. which imitate matter from the atoms up. As a result, a Phantom is physically indistinguishable from a real lifeform for the most part, but special senses which detect souls/minds have an easier time of discerning that a Phantom is not who they are imitating.
Phantoms do have real thoughts and feelings, but their personalities are relatively simple due to being created to imitate a real person and not developed over a lifetime. They have an intentional limitation which limits their personalities from changing or learning new skills, a design choice intended to prevent them from becoming uncontrollable. This limitation is very rarely overcome (see animogenesis). All Phantoms are programmed to like Rex as a person and obey his orders- if he asks something of them which is contrary to their nature, they may question him but will always defer to his judgement if he insists. The majority of Phantoms are replication models, designed to be doubles of lifeforms Rex knows of (be they friend or foe). Some are original models, created from scratch. All of them have wonderfully edgy names and a short title- for example, Phantom Rex is 'Omen of Disaster- Grim 13.'
Most Phantoms have three modes-
Immaterial Mode: In which their body is off, and they exist only as a core. This contains all of the data that makes up their mind and body. The core has little ability beyond mobility, and this mode is used solely for storage or to be on standby, ready to create a body when a specific condition is met. Often the core is linked to a physical object so it can be carried without special equipment. Whenever a Phantom's body is destroyed, the core is programmed to return to Rex where it can be reborn in a new body. A damaged body fades into nothingness, and a core cannot revive itself.
Standard Mode: Also called incognito mode in replication models, they are designed to as closely imitate the original lifeform as possible or otherwise be practical for non-combat roles. Phantoms based on people are often somewhat caricatured versions of them, with their key traits more apparent, and the more subtle parts of themselves that are not common knowledge missing.
Combat Mode: A form designed by Rex to emphasise battle strength. When in combat mode, most Phantoms became more obviously artificial and are designed to look intimidating. They shed anything unnecessary for battle, often lacking internal organs and taking on forms that nature could not produce. By crafting bodies that highlight the original's strengths, or cover their weaknesses, it becomes possible to produce results that exceed the limits of skill. They often possess runes as a part of their physical makeup.
A Phantom will not necessarily be stronger, or even as strong as the original. Rex must be able to understand how someone does something to be able to replicate it, which may require a great deal of data. If he is unable to reproduce something, he may choose to imitate it instead- producing a similar result using a different method, which is usually inferior to the original. Some things simply can't be replicated or imitated. In many cases, a Phantom will be more powerful than the inspiration, but Rex's shallow understanding of what made the original strong in the first place will result in them being less effective e.g increasing the strength of a Judo master that uses others strength against them does not increase performance and just makes them less flexible.
In general, abilities obtained through biology, physical traits or equipment without unique characteristics are easy for him to replicate. Spells of any sort are reasonably simple, as even if Rex can't cast them himself, he can usually understand their mechanics. More abstract sources of power can be more difficult- the more mysterious powers, such as Candles and Second Sight, currently elude him entirely and must be imitated instead. Rex managed to obtain a basic understanding of Wist's memory magic that allowed them to recreate a person from their memories but has yet to be able to use it to the extent necessary to drastically improve Phantom production.
Animogenesis-
When a Phantom breaks free of the programming designed to limit its development, it is called animogenesis. Becoming a complete person, they are free to grow and learn with true free will. It is extremely rare and only occurs with Phantoms to whom breaking their limits is fundamental to their personality. Even amongst Phantoms in which this is the case, it only occurs in exceptional circumstances, such as when in a fight they feel they cannot lose under any circumstances or experience crushing despair at being unable to succeed as they are. Animogenesis lasts for one life- upon the destruction of their body, a new Phantom made by the core will not possess free will. Due to the fact they usually break their limits in dangerous circumstances and lose themselves upon destruction, a Phantom that achieves animogenesis usually lives only a brief, brilliant life with free will.
Some examples of Phantoms, from Daybreak primarily, can be seen here.

Can Rex create a Phantom of your character?: Hell YES.
If yes, what can he replicate/imitate? The easiest thing would probably be her strength and speed - she is very strong and very fast and I would not be surprised if Rex could work out some life drain system for an Adelaide phantom.
And what can't he replicate/imitate? Her insane durability. Adelaide is a type of vampire that is more magical than most - she can survive catastrophic injuries and regenerate from most things barring something as catastrophic as limb loss (tho I might tweak her app to add in limb regeneration, we will see if it's important in the future, just as a note). The only way to truly kill Adelaide is to destroy her head completely. This isn't something she even knows about herself, so!
What would you like to see in their Phantom? I know you've mentioned puns before, so clearly that. Adelaide has been SLACKING on her bad jokes. Asides from that, I'm interested to see what stands out most.
Misc suggestions: I got nothing right now.

Can Rex create a Phantom of your character?: Yes.
If yes, what can he replicate/imitate? Ekkehardt's ability to heal and stabilize is up for imitation, as well as the bandages he uses to contain target/restrict movement.
And what can't he replicate/imitate? Pretty much anything Ekkehardt hasn't tipped his hand on yet, so no pursuit acrobatics/knife-fighting skills/definitely not the lich thing. His Phantom would probably be best suited as a healer/support spec at this point based on what's actually known about him but knowing Rex he'll do some wacky bullshit so feel free to disregard this point.
What would you like to see in their Phantom? oh god do whatever you like tbh i'm down for anything
Misc suggestions: If you want to see him be vaguely offended give it the most extra over the top name possible.

Can Rex create a Phantom of your character?: Sure
If yes, what can he replicate/imitate? Probably everything but the exact same familiar.
And what can't he replicate/imitate? See above on the familiar thing. Mostly because with how that type is, I doubt he could get something as exact. Probably similar, but not exact.
What would you like to see in their Phantom? Hey, if you want to keep the insane aggro thing when she eventually mellows out (the real deal), by all means.
Misc suggestions: I ain't got shit. Though Jolyne's signature shit is mostly butterflies, so do with that info as you will.

Can Rex create a Phantom of your character?: Go for it. :D (God help us all.)
If yes, what can he replicate/imitate? Her willingness to do mad science to anything mechanical is fair game, which is honestly most of what Jail does. In terms of specific techniques, he's probably seen her use the sleeping gas smoke bombs that are one of her main go-to weapons before, so some kind of soporific/other airborne effect wouldn't be surprising.
And what can't he replicate/imitate? By your own rules, her Sight is off the table. Given that Jail likes to keep a few particularly interesting projects in reserve just in case, she probably won't be capable of pulling out some of the weirder shit that Jail does, but honestly she'll probably just come up with her own, separate weird shit.
What would you like to see in their Phantom? It might be interesting to see how Jail's extremely "fuck the police, be crimes do gay" personality meshes with a Phantom's natural programming to be obedient. I suspect she wouldn't actually disobey Rex, but would be more willing to gently tease him or nudge him verbally about questionable stuff for his own good than he might have intended. Would probably be fairly nice to him, though- Jail herself cares very much for her apprentice Maddie, in a sort of found family sense, so she might end up slotting him into a similar mental space to resolve the contradiction.
Misc suggestions: If she's as much of a gay disaster as the actual Jail, there's the unfortunate possibility that they might end up flirting with each other if they ever met. The fact that this is likely to make everyone else deeply uncomfortable is... probably a bonus from her point of view, honestly. Sorry she's like this.

Can Rex create a Phantom of your character?:
do it cowardIf yes, what can he replicate/imitate? Honestly most of her "abilities" are tied to her gear, which is in turn tied to a sort of network of "personal leylines" in her body that she kind of. Hooks stuff up to by enchanting shit with herself as a charging source. Do with that information what you will. Her gear functions are on her app which is, in turn, linked on the front nav page of her journal.
And what can't he replicate/imitate? N/A
What would you like to see in their Phantom? Go wild.
Misc suggestions: Go wilder.

Can Rex create a Phantom of your character?: Yes
If yes, what can he replicate/imitate? He can probably do a fair job imitating the poison Hieke produced for him - a necrotic substance that withers away anything it touches and kills it slowly over time. Incredibly dangerous, and incredibly effective. There's also Hieke's healing/regenerative capabilities.
And what can't he replicate/imitate? He probably can't replicate Hieke's resurrection magic and the more advanced healing magic. Whoops.
What would you like to see in their Phantom? I can't decide if it would be good or bad if Hieke's phantom was more or less awkward than the real Hieke.
Misc suggestions: Wings and a tail, to fit Hieke's natural form.

Can Rex create a Phantom of your character?: Yes
If yes, what can he replicate/imitate? What you have is fair, imitating Maya is easy. But as magical scans don't work on her powers they are pretty impossible to replicate.
And what can't he replicate/imitate? That thing I said. Although replicating Maya's magical hearing would feel fair (especially using the memory share event to get first hand understanding of Maya's powers).
What would you like to see in their Phantom? You already gave her phantom a limited affect and bird theme.
Misc suggestions: Sound of Silence is already the right call so...

Can Rex create a Phantom of your character?: Sure
If yes, what can he replicate/imitate? uhhh she's got regenerating and a bite that zombifies people? autonomous limbs?
And what can't he replicate/imitate? As much as I imagine the Oracle egg and it's powers would interest him, it's godlike wish power/seer amplifying that's not easily understood, so he probably couldn't.
What would you like to see in their Phantom? who knows yo... she would personally be very offended at any non-white color used in the build, except sometimes her eyes glow yellow, so she'd have to grudgingly accept that
Misc suggestions: ????

just know that despite the cool name, Maverick would Very Much Dislike there being a copy of him, especially one he's inferior to on such a basic level. fuuuuck that.

Can Rex create a Phantom of your character?: Fuck yeah he can
If yes, what can he replicate/imitate? Yep! There's Moriarty's regeneration which is now pretty much at the same level of speed as Sherlock's due to the spine fixing, as well as above average speed and strength. There's his magic (the butterflies, glamour, and spying spider threads) as well as a magic goddamn coffin machine gun/missile/laser platform he'll be able to create now that most of his magic isn't focused on his spine.
There's also his intelligence, hue hue.
And what can't he replicate/imitate? Honestly I'm cool with Rex being able to make the phantom as close to moriarty as possible due to him having a nifty little monitoring device in his spine.
What would you like to see in their Phantom? I think I'd like to see the phantom be openly more cold and ruthless than Moriarty normally is - it's sides to himself he hides pretty well. Also, you gotta have it where it can make six arms happen because come ON, one of his titles IS 'The Old Spider.'
Misc suggestions: Go nuts my dude

Can Rex create a Phantom of your character?: Yes, I suppose
If yes, what can he replicate/imitate? Probably the Celestial Brush as that's something that can be learned.
And what can't he replicate/imitate? Her immortality, or at least the specific kind she has. Her Divine Instruments too as they're each unique items.
What would you like to see in their Phantom? I think Phantom Ammy inheriting her appetite and DTF attitude would be fun.
Misc suggestions: N/A

Can Rex create a Phantom of your character?: Yes
If yes, what can he replicate/imitate? General vampire abilities, mist and animal forms,
And what can't he replicate/imitate? the soul-link
What would you like to see in their Phantom? Sherlock's interest in the unusual and crime could end up as borderline-Hybristophilia, but Even More Gremlin and Mischevious as well as endlessly curious.
Misc suggestions: we did settle on Cynic as a name.
Character name: Ky Kiske
Can Rex create a Phantom of your character?: Yes
If yes, what can he replicate/imitate? Lightning magic, extreme durability and strength for short periods
And what can't he replicate/imitate? Nothing I can think of atm
What would you like to see in their Phantom? Well, let's give it Robo-Ky's personality (Loud, Snarky, somewhat anti-authoritarian and Flirty) but keeping some of Ky's chivalric tendencies. So probably sassing the fuck out of others for being bad people.
Misc suggestions: given Robo-Ky really comes into his own, and Ky's general strong will, he seems like a candidate for Animogenesis
